National Health Mission in Arunachal Pradesh and Its Roadmap – 2017

The National Health Mission (NHM), the centrally sponsored flagship program of the Department of Health & Family Welfare, was launched throughout the country in April 2005 with the objective to provide high-quality, accessible, affordable, and integrated health services to the people of the country with special emphasis on the rural poor. The mission goal of the program encompasses reduction of infant mortality rate (IMR) and maternal mortality ratio (MMR), universal access to public health services, prevention and control of communicable and non-communicable diseases, access to integrated comprehensive primary healthcare, population stabilization, gender and demographic balance, revitalization of local health traditions and mainstreaming of AYUSH, and promotion of overall healthy lifestyles. The program took its roots in Arunachal Pradesh in mid-2006 and has ever since made significant inroads into the arenas of health infrastructure and services in this Himalayan state.

In keeping with the strategic direction set by the program, a robust scheme of ASHA (Accredited Social Health Activist) has been implemented in the state to facilitate maternal and child health services in rural areas – a total number of 3868 ASHAs whereby one ASHA has been appointed in each village. These activists act as a bridge and interface between the community and the public health system. Institutional delivery in the state has remarkably improved in the state after the launch of the scheme with 5914 institutional deliveries and 392 home deliveries.

Under NHM, several health sub-centers at the grass-root level have been strengthened with the provision of untied funds and supply of essential drugs. Primary health centers at the higher echelons have also been functionalized with regular supply of essential drugs and equipment for quality preventive, promotive, curative, and outreach services. Special emphasis has been laid on 24-hour service, particularly in high focus districts. Similarly, several community health centers have been operationalized as 24-hour first referral units.

NHM also envisages participation of private sector in the implementation of its plans and policies. Under the public private partnership (PPP) project, 16 health facilities are managed by reputed NGOs on 247 basis. Essential services like minor operations, laboratory and diagnostic facilities, family planning services, immunization and institutional delivery, hitherto not accessed to by the rural populace, are now available in these NGO-run health centers. The NGOs currently in partnership with the state government on the field are Karuna Trust, Future Generations Arunachal, JAC Prayas NN Charitable Society, and MM Charitable Trust.

Capacity building is another area of focus under NHM. Several skill development programs like SBA, EmOC, MTP, IMNCI, IUCD, laparoscopic sterilization, minilap, NSSK, NBCC, and the like have been conducted for doctors and nurses. Managerial manpower through contractual appointments has also been provided to the State Health Society and 21 District Health Societies to augment the management capacity of the health department for effective implementation of NHM program.

With the implementation of NHM in full swing in the state, Arunachal Pradesh looks forward to assume a new status in the health sector, fully equipped and capable of providing its citizens high-quality and reliable services in the near future.

  • Capacity building for skill development program, viz., Skilled Birth Attendants (SBA), Emergency Obstetric Care (EMOC), Life Saving Anesthesia Skill (LSAS), Medical Termination of Pregnancy (MTP), Integrated Management of New-natal and Child Health Illness (IMNCI), Intra-uterine contraceptive device (IUCD), Laparoscope Sterilization, Minilab, Navjat Shishu Suraksha Karyakram (NSSK), New Born Care Corner (NBCC), etc., have been conducted for doctors and nurses.
  • Upgradation of State Hospital, Naharlagun, to 300 bedded hospital.
  • 247 102 call center for prompt services to pregnant women and children.
  • Call center for mother and child tracking system is underway.
