Three New Medical Colleges Aim to be Running by Next Session

With Prime Minister Narendra Modi scheduled to inaugurate three medical colleges in Palamu, Dumka and Daltonganj with a slew of other developmental projects on February 17, the state health department is now targeting to make these institutes fully operational from the next academic session (2019-20) as mandatory groundworks in this regard have already been rolled out in full swing, authorities concerned said. Talking to TOI on Tuesday, state health secretary Nitin Madan Kulkarni said they have sorted out all the technical issues to facilitate the commencement of the admission process in each of the new college as soon as they get an approval from the Medical Council of India. “We are aiming to start these three medical colleges in the next academic session as there is no time left this year. However, right from creation of posts to sanctioning of teaching and non-teaching jobs, all other activities have been sorted out,” he said.

Each of the three medical college is of 100 seats. Their foundation was laid by chief minister Raghubar Das two years ago. Palamu medical college is roughly estimated to have cost of Rs 471 crore, while Dumka college Rs 485 crore and Hazaribag Rs 509 crore. Detailing the manpower for these upcoming cradles, another source in the state health department said the government recently sanctioned 187 teaching posts for each of the college and 882 posts for non-teaching cadre (paramedics, staffs, nursing etc). The department has also appointed a principal in-charge for each of the college. “In Palamu, we have deputed Dr S K Singh, head (Preventive and Social Medicine) at Dhanbad’s PMCH. For Hazaribag, Dr Arun Kumar, head (PSM department) at MGM and for Dumka, Dr RY Choudhary, head (anesthesia department) has been placed as principals on additional charges to get the ground works going,” said a source. As per Medical Council of India (MCI) norms, three key departments — biochemistry, pathology and anatomy — have to be in place for starting any medical college.

“To activate each of the department, there is a requirement of one professor, assistant professor and associate professor and two tutors each. All these posts have been created,” said another official, adding that the government initially aims to source the required manpower from the three existing medical colleges — MGM, PMCH and Rims — till recruitments begins. “With back to back elections, model codes will be enforced twice this year. So, the department is keen to start recruitment of specialists and other manpower on contractual basis soon to bypass delays in hiring through Jharkhand Public Service Commission,” said the source. Principal in-charge of Dumka medical college, RY Choudhary said an MCI team had finished field inspection of the facilities in December and their reports are awaited. On the other hand, authorities claimed that civil works of the three medical colleges are almost complete. – TOI
